Reforming Health Care

Two discrete federal policy initiatives are required to reform US health care:

  • Coverage of the uninsured.
  • Improving value by changing how providers are paid.

The core recommendation for improving the value of health care is the creation of an American Medical Quality System whose goals are:

  1. To create a progressively expanding net work of high-performance providers.
  2. To discover the benchmarks of quality medical practice.
  3. To determine the best processes needed to reach those benchmarks.
  4. To develop payment systems that share the savings from efficient practice with providers.
